Synopsis
The government in the Union
Budget 2017 had introduced a law that made it mandatory for everyone with PAN
to contact their Aadhaar number. Here are some suggestions on how to use it
properly. Currently, the last day to link PAN to Aadhaar is March 31, 2021.
Under the
current rules, it is mandatory to link your PAN to your Aadhaar
number. In addition, it is compulsory to quote your Aadhaar number at the time of submitting tax returns, applying for a new PAN and receiving financial
benefits from the government such as pensions, bursaries, LPG grants etc.
The government has announced an extension of the PAN and Aadhaar linkage deadline by nine months, that is, from 30, June, 2020 to 31, March, 2021. If you do not link your PAN to your Aadhaar, your PAN will be operational from 1, April, 2021. You will not be able to use your PAN to make financial transactions anywhere where quoting PAN is mandatory such as opening a bank account etc.

The
government in a notice dated February 13, 2020 has specified what will happen
if the PAN no longer works. According to the notice, those who link their PAN
to Aadhaar after the deadline of March 31, 2021, the PAN will be effective from
the date of distribution of the Aadhaar number.

And as of
April 1, 2019, it has become compulsory to quote and link the Aadhaar number
while submitting tax returns without exemption. According to the authors of the
hired accounts, one cannot enter its ITR
without linking the two first.
Here how to
link your PAN to Aadhaar.
If you are
already a registered user on the e-filing tax website
If you have
already submitted tax returns, it is possible that your PAN is already
connected to Aadhaar if you have previously stated it while submitting ITR in
previous years of testing. It is done by the income tax department once the
details of both of them are already available.
You can
check if your Aadhaar is already linked to your PAN by visiting the incoming
tax website www.incometaxindiaefiling.gov.in
Log in to
the website by entering your PAN (User ID), password and your date of birth.
Once you are logged in and your account is opened, click on the 'Profile
Settings' tab and select the last option 'Connect Aadhaar'.
The screen
will display a message, 'Your PAN is already connected to Aadhaar number
XXXX1234'.
In the event
that your PAN is not connected to Aadhaar a form will appear in which you will
be required to enter details - name, date of birth and gender as PAN records.
Follow your Aadhaar number. Click Send after entering the captcha code from the
screen.
Once sent, an effective message will
appear on your screen.
For
unregistered users
If you do
not want to register on the e-filing website, there is another way you can use
to link PAN to your Aadhaar. A link has been provided to the homepage of the e-filing
website and to the Income Tax Official Website
Just click
on 'Connect Aadhaar' on the e-fill website. A new form will appear where you
need to enter the details - PAN, Aadhaar number, name as per Aadhaar.
If your
aadhaar card only has a birthday, you should also note the option: 'I only have
a birthday on the Aadhaar card'
Enter the
captcha code and click on send. Once successfully sent, a message will be
displayed on your screen indicating that your PAN has been successfully
connected to Aadhaar.
Other
Methods
a) By sending SMS to PAN service
providers
If you are
unable to link PAN to your Aadhaar use the department's e-filing website where
there are other ways to link PAN to Aadhaar.

The Central Board of Direct Taxes (CBDT) in its notice dated 29 June 2017 provided alternative means of linking PAN with Aadhaar apart from the methods mentioned above.
You can
connect PAN to your Aadhaar by sending a simple SMS. You can send an SMS to one
of the PAN service providers namely NSDL at Governance Infrastructure Limited
or UTI Infrastructure Technology and Services Limited (UTIITL).
You can
simply send an sms in a specific format using the keyword to 567678 or 56161.
The format
is: UIDPAN <12 digit Aadhaar>
<10 digit PAN>
For example,
if your Aadhaar number is 111122223333 and PAN is AAAPA9999Q. After that you
need to send sms to 567678 or 56161 as
UIDPAN 444400003333
AADPA3333Q
NSDL and UTI
will not charge you for this. However, SMS charges will be charged as charged
by the mobile user.
b) Manual link by completing the form
(Appendix-I)
According to
the above notice, CBDT has provided a hands-on approach and reduced taxpayer
problems if one is unable to resolve the PAN and Aadhaar data differences in
other ways.
You can
visit the PAN, NSDL or UTIITSL service provider center. You will be asked to
complete the 'Annexure-I'along form and supporting documents which means a copy
of the PAN card and Aadhaar card.
Unlike
online services, this service is free. One has to pay the amount owed to them.
The fee is based on the fact that during the connection, the adjustment is made
with PAN or Aadhaar data.
For any PAN details adjustment, the fee is Rs 110. On the other hand, for Aadhaar data repair, the prescribed fee is Rs 25.

Biometric
authentication is mandatory in the event of significant PAN and Aadhaar data
inconsistencies.
Points to note:
1. If you use online methods, Aadhaar OTP will be created in case your name does not match that on your PAN card and your date of birth and gender are the same. OTP will be sent to the registered / connected mobile number to the Aadhaar number installed online. You will need to install that OTP online to proceed and complete the connection process.
2. It is
advisable that in the event of a discrepancy in the PAN and Aadhaar data it be
corrected before attempting to connect the two numbers.
Short Methods
a) Open the Income Tax Installation website -https://incometaxindiaefiling.gov.in/
b) Subscribe to it (if not already done). Your PAN
(Permanent Account Number) will be your user id.
c) Login by entering the user ID, password and birthday.
d) A pop up window will appear, informing you to link
your PAN to Aadhaar. If not, go to 'Profile Settings' in the Menu bar and click
on 'Connect Aadhaar'.
e) Details such as date of birth name and gender will be
disclosed according to PAN details.
f) Verify the PAN details on the screen and those
mentioned in your Aadhaar. Pls. note that if there are any inconsistencies, you
need the same correction in any of the texts.
g) If the details match, enter your Aadhaar number and
click the "link now" button.
h) A pop-up message will let you know that your Aadhaar
has been successfully linked to your PAN.
i) You can also visit https://www.utiitsl.com/ OR
https://www.egov-nsdl.co.in/ to link PAN to your Aadhaar.
